- Educational institutions, including schools and universities
- Faith-based organizations requiring religious adherence or promotion
- Political parties and fundraising organizations primarily raising funds for others

- Administrative expenses needed to deliver the program
- Overhead costs included in the program budget
- Food costs for program participants

- Debt repayment, budget deficits, or reserve creation

Processing and Agreement

- Applicants are notified of the decision by May 1, 2026.
