Who is eligible?
- The importer, whether it is a private- or public-sector entity.
- Non-resident importers.
- For the public health, public safety and national security stream, one of the eligible entities listed in the order.
- For the health care stream, an entity providing products or services related to blood, cells, tissues or organs, or a federal, provincial, local or Indigenous health authority.
Who is not eligible
- Businesses or commercial importers that do not import goods for the use of an eligible entity listed in the article 1 are not eligible for the public health, public safety and national security stream.
- Importers that do not import goods for the use of an entity listed in paragraph 2b) are not eligible for the health care stream.
Eligible expenses
- The surtaxes paid or payable under the United States surtax order (2025-1), under the United States surtax order (2026), under the United States surtax order (steel and aluminum, 2025) and the United States surtax order (motor vehicles, 2025) on eligible goods.
Ineligible Costs and Activities
- Repair is not included in the remission.

How to apply
- For commercial goods, enter the applicable special authorization code in the Special Authorization field of the DDC order.
- Use code 25-0466A for goods imported for public health, public safety and national security purposes.
- Use code 25-0466B for goods imported for health care purposes.
- Use code 25-0466C for goods imported for manufacturing, processing or packaging purposes.
- Use code 25-0466S01, 25-0466D, 25-0466M, 25-0466N or 25-0466T01 according to the category of the goods concerned.
Processing and Agreement
- Imported goods may be subject to examination at import and post-release verification.
- The CBSA may request additional documents to justify eligibility and use of the remission order.
- Tariff classification, origin and customs value may be subject to a review or subsequent review.
- If no remission was claimed on the DDC, a correction or adjustment may be submitted in the PCG or through EDI/API with the applicable special authorization code.
- Corrections may be made until the DDC payment due date, and adjustments may be submitted after that date to obtain a refund of surtax paid in error.
Additional information
- The final product of manufacturing, processing or packaging may be exported; it does not have to remain in Canada.
- Goods for which remission is claimed may be subject to examination at import and post-release verification by the CBSA.
- The order includes several distinct streams, including public health, health care, manufacturing, processing, packaging and certain categories of vehicles or goods listed in the schedules.
