- Canadian-controlled Private Corporations (CCPCs)
- Cooperatives registered in Manitoba

- Businesses in operation for less than three years or in a pre-revenue stage
- Not-for-profit organizations, associations, or charities

- Working capital needs, including payroll, lease and utility obligations, tariff-related fees, and other eligible short-term business costs

How to apply
- Complete and submit the online form as Step 1.
- Within five business days of completing Step 1, email the required documents to LoansProgram@gov.mb.ca and include the company name and Trade Resilience Loan Program in the subject line.
- If the required documents cannot be provided, email an explanation to LoansProgram@gov.mb.ca with the company name and Trade Resilience Loan Program in the subject line.
Processing and Agreement
- Applications undergo comprehensive financial and legal due diligence and business risk assessment by Manitoba.
- Manitoba reviews corporate status, debt serviceability, and financial controls.
- Department staff will contact applicants within five business days of submission of the Step 2 documents.
- If the required documents cannot be provided, applicants must email an explanation and department staff will contact them.
- Submitting an application does not guarantee approval.
