Eligibility

Who is eligible?

  • Registered owners of lands and buildings located within the Community Improvement Project Areas.
  • Assessed owners of lands and buildings located within the Community Improvement Project Areas.
  • Tenants of lands and buildings located within the Community Improvement Project Areas, with written consent of the owner.

Who is not eligible

  • Single-Use Residential applicants are not eligible for any incentive program.

Eligible expenses

  • Construction, development, reconstruction, redevelopment, rehabilitation, and retrofit works.
  • Environmental site assessments, remediation, risk management, Record of Site Condition preparation, clean fill, grading, and environmental or engineering controls.
  • Design, study, and application fees, including concept plans, structural analysis, traffic impact assessments, site plan drawings, environmental studies, and planning or permit fees.
  • Building and property improvement costs such as structural repairs, façade repairs, lighting, storefront modifications, infrastructure, weatherproofing, landscaping, signage, and walkways.
  • Residential conversion costs for new rental units and commercial conversion or expansion costs for vacant or underused space.

Selection criteria

  • Applications are evaluated on the extent to which they meet the goals and objectives of the Community Improvement Plan.
  • Council may consider the Township’s financial circumstances when determining funding levels and whether incentives are warranted.
  • For County participation through Invest Well, the project must achieve a minimum required score against the County’s criteria for investment.

How to apply

  • Meet with one or more members of the CIP Implementation Committee or the CIP Administrator for a pre-consultation meeting before submitting an application.
  • Submit the application in accordance with the requirements outlined in Section 8.4.2.
  • The CIP Implementation Committee evaluates the application and supporting materials and notifies the applicant if the submission is incomplete.
  • A decision is then made to approve or refuse the complete application.
  • For approved applications, a Financial Assistance Agreement is prepared and executed.

Processing and Agreement

  • Approved applications require a Financial Assistance Agreement, and program commitments may be cancelled if work does not commence within six months or is not completed according to the agreement.
  • When projects are completed, the applicant must submit a statement with supporting invoices and proof of payment to the Township.
  • The Township will inspect the work and issue a notice of completion if approved, after which financial assistance is initiated.
  • Funding approval lapses if a notice of completion is not issued within twelve months of the Financial Assistance Agreement, although an extension may be granted on written request.
  • If the applicant defaults on program requirements, incentives may be delayed, reduced, or cancelled, and repayment may be required.

  • The plan is used in accordance with the County-implemented InvestWell CIP.
  • The CIP includes Township, County, and provincial financial incentive programs.
  • The Township may implement Township-initiated programs subject to available municipal resources.
