Eligibility

Who is eligible?

  • Commercial property owners and tenants
  • Industrial property owners and tenants
  • Heritage property owners and tenants
  • Brownfield property owners
  • Residential developers with affordable housing projects

Who is not eligible

  • Properties without the required commercial, mixed-use, residential, or other eligible zoning for the relevant area
  • Projects that do not include the required commercial, job creation, or affordable housing component where applicable
  • Applicants with municipal arrears or outstanding work orders

Eligible expenses

  • Building façade improvements, including repairs, restoration, repainting, and exterior features
  • Signage, accessibility upgrades, and interior improvements
  • Permit and application fees for eligible planning and building permits
  • Interest-free loan-eligible property improvements
  • Environmental site assessment studies and brownfield remediation costs

Ineligible Costs and Activities

  • Works or studies subject to a CIP application that are started before receiving approval by the Municipality and before execution of any applicable grant or loan agreement(s) by the applicant and the Municipality.

Selection criteria

  • Consistency with the Town’s vision, design guidelines, and policies.
  • Support for revitalization, job creation, heritage preservation, or housing goals.
  • For employment projects, a demonstrated permanent increase in employment.
  • For brownfield projects, redevelopment must increase assessed value and property tax revenue.

How to apply

  • Arrange a pre-consultation meeting with the Economic Development Office to discuss and confirm application requirements, program eligibility, proposed scope of work, project timing, and supporting documentation requirements.
  • After the consultation, submit a completed application with the required supporting documentation.
  • Submit a separate application for each individually addressed property.
  • Submit the application online if possible; in-person or mail submission is also available to the Economic Development Department at Prescott Town Hall, 360 Dibble St. W, P.O. Box 160, Prescott, Ontario, K0E 1T0.

Processing and Agreement

  • Once all required forms and supporting materials are received, Town Staff undertake a preliminary screening of the proposal and application.
  • Town Staff may perform an initial site visit and inspection of the building or property as necessary.
  • If the application clearly does not meet the program requirements, it will not be accepted; if it meets the requirements, it moves to the review and approval stage and is reviewed by the Planning Advisory Committee for final financial approval, with a decision communicated within 48 hours of the meeting.
  • If approved, the applicant must enter into an agreement to receive approved funding.
  • Approved funding is issued upon submission of required proof of expenses and payment.

  • Grant and loan payments are made after proof of payment and inspection.
  • Applications are processed on a first-come, first-served basis, subject to available funding.
