Who is eligible?

• Property owners
• Authorized agents of property owners
• Tenants with written consent from the owner
• New, expanded, retail, commercial, or industrial businesses

Who is not eligible

• Applicants who start work before approval
• Properties with outstanding tax arrears
• Projects outside the Community Improvement Project Area
• Businesses that are seasonal only, for the business location program

Eligible expenses

• Construction and improvement costs related to eligible property works
• Professional fees, studies, and design work where specifically allowed
• Application and permit fees for eligible projects, where applicable
• Moving, setup, and signage-related costs for eligible business projects

Ineligible Costs and Activities

• Work started before application approval
• Projects or costs not approved under the program rules
• Costs already covered by another program for the same expense
• Temporary signage costs under the signage program

Eligible geographic areas

• Town of Arnprior
• Downtown Area
• Mixed Use Residential / Commercial Area
• Mixed Use Commercial / Employment Area
• Brownfield sites within the Town’s municipal boundary

• Alignment with the Community Improvement Plan goals and objectives
• Compliance with program-specific eligibility rules
• Consistency with Town design guidelines and heritage requirements
• Project readiness and completeness of the application

• Step 1: Pre-consultation
  • Arrange and attend a pre-application meeting with the Review Panel or administrator.
  • Confirm eligibility, scope of work, timing, and required supporting materials.
• Step 2: Application submission
  • Complete the application form and gather supporting documents.
  • Submit the application before starting any work.
• Step 3: Review and approval
  • The Review Panel reviews the application and may inspect the property.
  • A recommendation is prepared for Council or the delegated approval authority.
  • If approved, the agreement is signed and returned.
• Step 4: Project completion and payment
  • Complete the approved work and secure any required permits.
  • Submit final support material if requested.
  • Receive payment after the Town confirms completion.

• Applications are screened for completeness and program eligibility.
• The Review Panel prepares a recommendation report for Council or the delegated authority.
• If approved, a Financial Incentive Program Agreement must be signed.
• Payment is made after the work is completed and verified.
• Applicants may request Council reconsideration if refused.

• A pre-consultation meeting with Town staff is required before applying.
• All incentives are subject to Council approval.
• Applications must be complete and approved before any work begins.
• Funding may be combined across programs, but not for the same eligible cost.
