- Retail businesses, restaurants, airports, casinos, and travel agencies.
- Transportation services such as taxis and vehicle rentals.
- Hotels or motels with 50 or more rooms, franchise operations, vacation rentals, and short-term rentals.
- Applications submitted by third parties on behalf of an operator.
