Ineligible Costs and Activities

  • Projects that started before approval.
  • Virtual-only tourism experiences.
  • Retail businesses, restaurants, airports, casinos, and travel agencies.
  • Transportation services such as taxis and vehicle rentals.
  • Hotels or motels with 50 or more rooms, franchise operations, vacation rentals, and short-term rentals.
  • Applications submitted by third parties on behalf of an operator.
