- Organizations who have not received a Community Grant this calendar year, unless collaborating with a non-profit or other charity
- Past grantee recipients of a Community Grant who completed their project and have submitted a final report for their previous grant
- Organizations also applying for another Winnipeg Foundation grant, if this request is for a different project
