- Individual-level interventions, programs, or services
- Educational interventions focused only on disease management or prevention
- Secondary prevention activities such as health screening outreach
- Therapeutic or harm reduction services focused on individuals
- Membership fees, capital costs, ongoing organizational costs, and unsupported overhead fees

Processing and Agreement
- The application is reviewed in two stages: an Advanced Screening Form and a full application.
- Applications are assessed competitively against program objectives, eligibility criteria, and application quality.
- Applicants are notified by email of the outcome of the first stage.
- Only successful first-stage applicants are invited to submit a full application.
- Funding decisions are final and depend on available funds.
