Overview
This program offers non-repayable contributions of up to $1,000,000 per project to support Quebec initiatives that reduce discarded textile waste or improve its management according to circular economy principles. Eligible activities include pilot projects, treatment facilities, and studies that target post-consumer, post-industrial and post-institutional textiles for reduction, reuse, sorting, conditioning or recycling.

- Provincial
Activities funded
- Pilot projects and applied R&D with clear commercial prospects to reduce, reuse, sort, condition or recycle residual textiles using solutions little or not yet deployed in Quebec.
- Implementation or expansion of treatment facilities dedicated to reducing, reusing, sorting, conditioning or recycling textile waste currently sent for disposal.
- Diagnostics, feasibility studies, market studies and business plans to decrease textile generation or improve management of residual textiles in line with the 3RV hierarchy.
- Studies on processing or recycling technologies and logistical systems such as textile recovery networks that maximize local reuse and recycling.
- Eco-design approaches to integrate recycled textile fibres into existing products when supported by impact analysis.
Documents Needed
- Completed financial assistance calculator detailing estimated eligible project expenses.
- Proof of compliance with francization requirements, if the organization has 25 or more employees.
- Environmental authorization or declaration of conformity from MELCCFP, or justification of exemption, for treatment and pilot projects.
- Service proposal from the external consultant for study projects (types 3 and 4).
- Financial statements for the last two years (review engagement or audit), where required.
Eligibility
- The applicant must be a legally constituted organization with a place of business in Quebec.
- The project must target mainly textile waste generated in Quebec and be carried out entirely in Quebec.
- The initiative must reduce discarded textiles or improve their management through reduction, reuse, sorting, conditioning or recycling, in line with the 3RV hierarchy.
- The project must include eligible expenses that are not fully committed at the time of application and be completed by December 31, 2027.
- The applicant must comply with applicable environmental regulations and other relevant laws.
Who is eligible?
- Industrial, commercial and institutional organizations from all sectors, including health, social services and education.
- Municipal bodies such as municipalities, MRCs, metropolitan communities and similar public entities.
- Associations and networks of companies or organizations.
- Economic development organizations.
- Non-profit and social economy organizations with social or environmental missions.
Who is not eligible
- Companies, partners, subcontractors or affiliated entities listed in the Register of Enterprises Ineligible for Public Contracts (RENA).
- Businesses under protection of restructuring or bankruptcy laws, or in major non-compliance with environmental regulations.
- Consultants acting as primary applicants rather than service providers.
- Provincial ministries and government bodies, except those in health, social services and education.
Eligible expenses
- Salaries of the promoter’s staff directly involved in planning and implementing the project (within the allowed percentage).
- Professional fees for specialized subcontractors, including analysis work and installation of project-related equipment.
- Purchase or rental of equipment, materials and supplies needed for the project, including delivery and eligible transportation of residual textiles for pilots.
- Building modifications directly related to the project, and for treatment facilities, purchase of a necessary building within the specified limit, plus the portion of rent attributable to project activities.
- Communication and outreach costs directly required for project success, non-recoverable taxes for eligible organizations, required financial verification fees, and an approved contingency allowance.

- Organizations with a place of business in Quebec and projects carried out in Quebec.
Selection criteria
- Project maturity, including realistic timelines, identified key resources, and risk analysis with mitigation measures.
- Relevance of the project to program objectives and to the applicant’s business context, including the applicant’s role in implementing results.
- Consistency between identified problems and proposed solutions, and ambition and attainability of project objectives.
- Demonstrated existence and viability of outlets for treated materials or project results, and strength of partnerships and stakeholder support.
- Financial soundness of the applicant and justification and relevance of project costs, plus for studies, quality of the consultant’s proposal and methodology.
How to apply
- Step 1: Verify Program Fit
- Review the program framework document to confirm that your project, textiles and activities meet eligibility requirements.
- Identify the appropriate project type (1, 2, 3 or 4) corresponding to your initiative.
- Step 2: Prepare Application Documents
- Complete the financial assistance calculator with detailed estimates of eligible expenses.
- Gather required supporting documents such as francization compliance proof, environmental authorizations or declarations, financial statements, CVs and consultant offers where applicable.
- Prepare any additional information or quotations for major expenses requested in the framework.
- Step 3: Submit Through Moebius Portal
- Create or access your account on the Moebius financial assistance portal.
- Fill in the online application form and upload all required documents in the appropriate sections.
- Submit the complete application under the correct project type before the program closing date.
- Step 4: Respond to Clarifications
- Monitor messages in the Moebius portal for any requests for missing information or documents.
- Provide the requested elements within the specified 10 business day deadline to keep your file admissible.
- Step 5: Finalize Agreement if Approved
- If selected, review and sign the financial assistance agreement sent by RECYC-QUÉBEC.
- Provide confirmations of other funding sources and any remaining required documents to trigger the first payment.
Processing and Agreement
- Applications are submitted and all subsequent communications take place through the Moebius financial assistance portal.
- Within 20 business days after a complete file is received, RECYC-QUÉBEC notifies the applicant whether the project is admissible.
- Admissible projects are then analyzed and a funding decision is communicated within a maximum of four months from receipt of the complete application.
- Only projects that meet the program’s objectives and criteria are approved, subject to the availability of the overall program budget.
- For approved projects, a financial assistance agreement is signed and funding is disbursed in staged payments based on agreed deliverables.
Additional information
- The program is open for applications until funds are exhausted or until June 15, 2027.
- All documents submitted must be written in French in accordance with RECYC-QUÉBEC’s language policy.
- Each funded promoter must obtain at least “Implementation” level recognition under the ICI ON RECYCLE + program.
- A single applicant can receive a maximum cumulative amount of $1,000,000 under this program.
