Eligibility

Who is eligible?

  • Property owners in the Terrace Downtown Improvement Area
  • Business owners in the Terrace Downtown Improvement Area
  • Tenants with written property owner approval
  • Non-profit and enterprising non-profit tenants
  • Home-based businesses with a commercial storefront in the specified area

Who is not eligible

  • Residential homes located in the commercial area
  • Apartment buildings
  • Government-owned buildings
  • Properties outside the specified area
  • Empty or non-operating businesses, except where improvements are being made in anticipation of reopening

Eligible expenses

  • Direct project labour, contractor fees, and project-related materials and supplies
  • Design, architectural, or engineering fees related to the facade
  • Tool and equipment rental, shipping or freight, and PST

Ineligible Costs and Activities

  • Routine maintenance and structural repairs
  • Roofing, paving, fencing, and landscaping
  • Interior renovations and non-visible improvements
  • Projects started before approval
  • Staff wages, equipment purchases, utilities, permit fees, and GST

  • Compliance with City of Terrace zoning and urban design guidelines.
  • Condition of the building, with poorer condition viewed more favorably.

  • Location within the Terrace Downtown Improvement Area.

How to apply

  • Step 1: Prepare the application
    • Complete the application form.
    • Prepare the project description, quotes, before photos, and drawings or mock-ups.
    • Include owner consent if applying as a tenant.
  • Step 2: Submit to TDIA
    • Send the completed application and attachments by email or through the TDIA website.
  • Step 3: Review and decision
    • TDIA forwards the application for review by the City of Terrace Planning Department and the Project Review Committee.
    • The applicant is informed of approval or rejection.
  • Step 4: Complete the work and claim reimbursement
    • Sign the Letter of Understanding if approved.
    • Obtain required permits, complete the project, and submit invoices, proof of payment, inspection proof if applicable, and completed project photos.

Processing and Agreement

  • Applications are reviewed by TDIA, the City of Terrace Planning Department, and the Project Review Committee.
  • Applicants are notified of approval or rejection by email or mailed letter.
  • Successful applicants must sign a Letter of Understanding.
  • Reimbursement is issued only after project completion and submission of proof of payment and other required documentation.

Additional information

  • Approved projects must be completed by December 31, 2026.
  • Reimbursement is expected in January 2027 for approved projects.
  • Applications submitted before May 8, 2026 receive priority.
  • If funds remain, later applications may be accepted on a first-come, first-served basis.
