Overview

This program provided financial support covering up to 50% of eligible expenses, up to a maximum of $200,000 (innovative solutions) or $1,000,000 (innovative buildings). It aimed to encourage the construction of buildings and the development of innovative wood solutions that reduce greenhouse gas emissions in the non-residential and multi-family sectors.

Eligibility


Who is eligible?

  • Legally constituted organizations with a place of business in Quebec
  • Corporations with construction projects in non-residential or multi-family sectors in Quebec
  • Groups or consortia of such organizations

Who is not eligible

  • Companies or organizations that are insolvent, bankrupt, or under bankruptcy protection laws.
  • Entities listed in the register of ineligible businesses for public contracts.
  • Companies or organizations that failed to meet obligations with the Ministère des Forêts, de la Faune et des Parcs (MFFP) within two years prior to applying, following a formal notice regarding a previous grant.
  • Government ministries or governmental organizations.

Eligible expenses

  • Professional fees for project design (architects, engineers, manufacturers, etc.).
  • Costs of studies and expert consulting services (excluding geotechnical studies).
  • Expenses for developing alternative solutions and project modeling.
  • Costs associated with acquiring relevant documentation.
  • Professional fees and direct material costs for laboratory testing, including necessary software and small equipment purchases.
  • Certification, homologation, and costs related to prototype and system production.
  • Construction material costs for new products or systems in innovative solutions; for buildings, costs of construction materials used (excluding foundation, electricity, heating, air conditioning, and plumbing, except for fire protection specific to wood construction).
  • Construction labor and equipment costs, mainly those improving structural assembly techniques and site safety.
  • Internal labor costs directly related to the project, including mandatory benefits and contributions (within established rates).
  • Professional fees linked to producing reports and required studies, including on-site testing and monitoring by third parties.
  • Purchase of materials, software, and small monitoring equipment related to project parameter measurement.
  • Expenses for evaluating avoided greenhouse gas emissions, and developing surveillance or verification plans according to ISO 14064.
  • Costs for preparing required project delivery reports.

Eligible geographic areas

  • Quebec

Selection criteria

  • The project must achieve at least 60% (15/25 points) in the "innovation" section of the evaluation grid.
  • The project must attain a total score of 75% on the overall evaluation grid used by the selection committee.

Prepare application and documents

  • Gather all required supporting documents (project plan, audited financial statements, board resolution, team profiles, etc.)

Submit application to the Ministry

  • Submit the application form and all supporting documents to the Ministry of Forests, Wildlife and Parks (MFFP)

Await review and respond to requests

  • Await confirmation of receipt and preliminary assessment
  • Respond to any additional information requests from MFFP

Receive approval and funding details

  • Receive written confirmation of project acceptance and the granted funding amount

Additional information

  • The program ended on March 31, 2021, and was replaced by the Wood Construction Innovation Program; reference documents remain available for accountability purposes for previously subsidized projects.
  • Beneficiaries with more than 100 employees in Quebec, submitting for agreements of $100,000 or more, must implement an employment equity program aligned with the Quebec Charter of Human Rights and Freedoms.
  • The Ministry reserves the right to refuse applications, limit the number of accepted projects to respect budget limits, or suspend/terminate the program at any time without notice.
  • All financial commitments are conditional on the availability of funds in the Green Fund.
