• Legally constituted businesses
• Legally constituted organizations
• Groupings of legally constituted entities

Who is not eligible

• Insolvent companies or businesses in bankruptcy proceedings
• Organizations listed in the registry of firms ineligible for public contracts
• Applicants that failed to meet previous MFFP obligations
• Government ministries and agencies

Eligible expenses

• Professional design and consulting fees
• Laboratory testing, certification, and prototype production
• Construction materials, labour, and equipment related to the project
• Internal labour costs, including benefits
• Studies and reports for dissemination, monitoring, and GES assessment

Ineligible Costs and Activities

• Office and building equipment costs
• Project financing costs
• Refundable taxes
• Accounting, notary, and legal fees, except for patents and third-party verification
• Land purchase costs and related fees
• Lost profits or production losses
• Foundation, electricity, heating, cooling, and plumbing materials for innovative buildings

Eligible geographic areas

• Quebec

• Applications are received and acknowledged.
• The ministry performs an initial admissibility review.
• Eligible applications are analyzed by a selection committee.
• The ministry issues a written response and, if approved, a subsidy agreement.
• Project implementation is followed up, with reporting and verification before final payment.

• The program is terminated.
• Reference documents remain available for accountability reporting on supported projects.
• A project repository of completed realizations is available.
