Who is eligible?

• An independent researcher affiliated with a Canadian postsecondary institution and/or its affiliated institutions, including hospitals, research institutes and other non-profit organizations with a mandate for health research and/or knowledge translation
• A knowledge user affiliated with a Canadian postsecondary institution and/or its affiliated institutions, including hospitals, research institutes and other non-profit organizations with a mandate for health research and/or knowledge translation
• An individual affiliated with an Indigenous non-governmental organization in Canada with a research and/or knowledge translation mandate, or an Indigenous non-governmental organization in Canada with a research and/or knowledge translation mandate
• If the Nominated Principal Applicant is a knowledge user, there must be at least one Principal Applicant who is an independent researcher

Eligible expenses

• Expenditures that respect the culture and traditions of Indigenous peoples, where needed for the meaningful conduct of research
• Costs related to community mobilization and engagement, including culturally relevant promotional items such as tobacco, cloth, feasting and gift giving for honoring ceremonies, and cash reimbursements acceptable to the individual or community
• Contracts and/or consultant fees for knowledge translation and communication activities for Indigenous Elders, community members, and Indigenous Knowledge Keepers involved in Indigenous community activities
• Release Time Allowance to facilitate the participation of knowledge users in the Consortium
• Indirect costs of the project for the host institution

• LOIs are reviewed for relevance against all objectives using the Letter of Intent research proposal only
• Quality and Feasibility of the Consortium Approach, including the coordinating function, key design elements, three-year feasibility, efficiencies, impacts, SGBA+, and EDI or Indigenous engagement
• Quality of Applicants, including leadership track record, stakeholder connections, pan-Canadian representation, and capacity to work meaningfully and safely in Indigenous communities
• Governance, Management, and Operations, including governance, expansion funding, stakeholder engagement, data governance, work plan, and risk management
• Impact of Consortium Activities and Budget, plus strategic review of alignment with the priorities of the BLSS for high-ranking applications

• Submit the Letter of Intent through ResearchNet using the Team Grants and Emerging Team Grants LOI Phase Instructions and the additional instructions provided for this opportunity
• The Letter of Intent must be submitted to be eligible to submit a Full Application
• Attend the mandatory collaboration call if you submitted an LOI
• Submit the Full Application through ResearchNet using the Grants Application Guidelines and the additional instructions provided for this opportunity
• For organizations applying as Nominated Principal Applicants for the first time, contact CIHR's Contact Centre for guidance in creating a ResearchNet account and registering for a CIHR PIN

• LOIs are subject to a relevance review against all objectives, based only on the LOI research proposal
• Letters of Intent that are not deemed relevant will be withdrawn from the competition after the mandatory collaboration call and at least one month prior to the Full Application deadline
• Full Applications are reviewed by peer review, and an iterative process may allow applicants to address questions raised by the review panel
• Funding decisions are made after peer review for scientific excellence and a strategic review of alignment with the priorities of the BLSS; the top-ranked application in the fundable range will be funded
• The NPI must submit an annual report and an electronic Final Report, identify team members not listed at application in the first report to CIHR, and request CIHR approval before adding Consortium members not named on the original application
