- Projects that do not meet the program’s required outcomes and targets
Eligible expenses
- Costs of preparing the full application, up to 90 days before receipt of the application, to a maximum of $5,000
- Project administration, communications, permits, and required certifications
- Advertising, web content, public surveys, and other communication materials tied to the project
- Equipment rental, supplies, materials, transport, travel, and lodging related to the project
- Professional and technical consulting fees, contractor services, and staff time directly spent on the project
Ineligible Costs and Activities
- Costs incurred before the application is received, except eligible application-preparation costs
- General office space, supplies, and overhead from normal operations
- Publicity for general education or ongoing business activities
- Promotional items, gifts, entertainment, alcohol, and similar hospitality costs
- Major capital investments and purchase or rental of real estate

How to apply
- Step 1: Verify project eligibility
- Review the program requirements and confirm the project fits.
- Step 2: Submit a pre-application
- Complete the pre-application form and attach required supporting documents.
- Wait for eligibility review and feedback from GMF staff.
- Step 3: Submit a full application
- Complete the full application form, project workbook, and remaining documents.
- Submit the full application through GMF’s process.
- Step 4: Review and decision
- GMF reviews the file for completeness, then conducts peer and internal review.
- Receive the funding decision after final review.
Processing and Agreement
- Pre-application review determines whether the project may proceed.
- GMF staff may request revisions before full application review.
- Full applications are reviewed for accuracy and completeness.
- Applications go through external peer review and internal analysis.
- Funding decisions are made by FCM’s Board of Directors.
Additional information
- Applications are accepted year-round until annual funds are allocated.
- For Quebec municipalities, pre-applications must be submitted to MAMH.
- Approved projects require reporting, including progress and completion reports.
- Final reports and project documentation may support other funding applications.
