Who is eligible?

- Indigenous Government/Indigenous individuals, businesses, communities, and organizations, other Indigenous groups undertaking agricultural initiatives
- wholesalers (food, ingredients) and abattoirs
Who is not eligible
- Businesses or operations where a government employee is the majority shareholder (50 per cent or higher).
- Current or former members of the Legislative Assembly of Manitoba, current or former members of the Executive Council, and current or former Manitoba government senior public servants.
Eligible expenses
- Capital assets and equipment, including equipment, software, and systems that reduce water use, recover nutrients from wastewater, facilitate water recycling, or provide company-scale wastewater treatment, including dissolved air flotation systems and lagoon construction or expansion when new or incremental treatment infrastructure is a project component.
- Equipment rental for non-capital equipment that contributes to project completion.
- Materials and supplies, including ancillary components, necessary stand-alone software, pedestals, platforms and catwalks.
- Professional fees, including feasibility, scoping, design, engineering or environmental consultation, and on-site commissioning, calibration, demonstration, and training for new equipment and/or software.
- Subcontracted services and overhead, including transportation, installation, facility changes directly associated with equipment installation, and fixed overhead for production operations limited to 10 per cent of total approved eligible expenses.

- Completion of Environmental Metrics tables and the indicated outcomes, including reduction in the waste of agricultural inputs, reduction of water used and disposed, reduction of waste sent to landfills or disposed on farmland, volume of organic materials used as fuel and corresponding KWh of energy created, volume of water cleaned, weight of effluent removed from waste water, and greenhouse gas reduction.
How to apply
- Download the Applicant Information Form and Application Worksheet from the Manitoba Agriculture website.
- Submit the Applicant Information Form, Application Worksheet and Budgets to the program administrator no later than the deadline.
- Email the Applicant Information Form, Application Worksheet and all other required documentation to Manitoba Agriculture at agriculture@gov.mb.ca.
- Only the applicant may complete the Application Worksheet or other program documents.
Processing and Agreement
- The Program Administrator notifies the applicant whether the project has been approved for funding.
- Only part of a project or only specific eligible expenses may be approved for program funding.
- Successful applicants must enter into a Contribution or Funding Agreement with the Government of Manitoba.
- Payments are issued in accordance with the terms of the Contribution or Funding Agreement, and funding advances are at the discretion of the Program Administrator.
- The Program Administrator will establish a process for internal review of a program decision in specific circumstances.

Applicants must be directly involved in or affiliated with activities that contribute to the transformation of agri-products into ingredients or end products.
Applications may come from inside or outside of Manitoba if the activities related to the application occur in Manitoba or have a positive outcome for Manitoba.
Agri-food processors must have a permit to operate a food handling establishment before submitting the claim form, and abattoirs must have a Manitoba Premises Identification Number.
