Who is eligible?

• agri-food processors
• agri-product processors
• licensed commercial kitchens
• Indigenous Government, Indigenous individuals, businesses, communities, organizations, and other Indigenous groups undertaking agricultural initiatives
• wholesalers (food, ingredients) and abattoirs

Who is not eligible

• Government employees who are the majority shareholder (50 per cent or higher) in a business or operation
• Current or former members of the Legislative Assembly of Manitoba, current or former members of the Executive Council, and current or former Manitoba government senior public servants

Eligible expenses

• Capital assets and equipment: equipment, software, and systems that contribute to the creation of new value from waste products, by-products, or co-products; sorting waste materials; and converting organic materials to energy.
• Equipment rental: rented non-capital equipment that contributes to project completion.
• Materials and supplies: ancillary components of eligible equipment, including necessary stand-alone software, transportation, physical installation, professional installation, pedestals, platforms and catwalks, and training directly related to operating new equipment.
• Professional fees and subcontracted services: project feasibility, scoping and design, engineering consultation, environmental consultation, product characterization, product validation, initial commissioning, calibration, demonstration, installation of eligible equipment, process testing, and facility changes directly associated with equipment installation.
• Overhead: fixed overhead for production operations, limited to 10 per cent of total approved eligible expenses.

Ineligible Costs and Activities

• Expenses paid before the start date or after the completion date listed in the funding agreement.
• Expenses not required for the execution of the project.
• Taxes or other expenses eligible for a rebate, credit or refund, including GST.
• In-kind contributions such as staff labour, use of assets and equipment, materials, technical, in-house consulting and professional services.
• Leasing or renting of capital equipment.

• Project description.
• Project deliverables and outcomes.
• Capital and financial capacity.
• Management capacity.
• Completion of Environmental Metrics tables and the project outcomes indicated by the applicant, including reduction in the waste of agricultural inputs, reduction of water used and disposed, reduction of waste sent to landfills or disposed on farmland, volume of organic materials used as fuel and corresponding kWh of energy created, volume of water cleaned, weight of effluent removed from wastewater, and greenhouse gas reduction.

• Obtain the Applicant Information Form and Application Worksheet from the Manitoba Agriculture website.
• Complete the Applicant Information Form, Application Worksheet, and Budget.
• If the applicant is a corporation, partnership, or other business organization, have a designated person with legal authorization sign the application and other program documents.
• Submit the Applicant Information Form, Application Worksheet, Budget, and other required documentation to Manitoba Agriculture at agriculture@gov.mb.ca by the deadline.
• Ensure only the applicant completes the Application Worksheet or other program documents.

• The Program Administrator will notify the applicant whether the project has been approved for funding, and may approve only part of a project or only specific eligible expenses.
• Successful applicants must enter into a Contribution or Funding Agreement with the Government of Manitoba.
• Applicants may request an internal review of a program decision in specific circumstances.
• Payments are issued in accordance with the Contribution or Funding Agreement, and funding advances are at the discretion of the Program Administrator.
• Applicants will be required to submit a claim form, itemized receipts or other acceptable proof of payments, and other documents specified in the Contribution or Funding Agreement.

• The project recipient name and the general nature of the project may be made public.
