Eligible expenses

  • Direct costs for renovation, upgrading, development, and construction of eligible infrastructure
  • Surveying, demolition, and professional fees related to the project
  • Costs for integrating art into the building or site
  • Net taxes not otherwise reimbursed

Ineligible Costs and Activities

  • Land, building, easements, and related acquisition costs
  • Operating costs, routine maintenance, and removable equipment
  • Commercial spaces such as restaurants, shops, and reception rooms
  • Professional fees, salaries, interest, and legal costs not allowed by the program
  • Projects outside Quebec or in religious, e-sports, or motor sports facilities

How to apply

  • Step 1: Prepare the application
    • Complete the electronic application form.
    • Prepare the project description, cost estimate, financing plan, technical documents, and required resolutions.
  • Step 2: Submit the application
    • Send the completed application with all required documents by the deadline indicated by the Ministry.
    • Submit using the method indicated by the program, including email where required for payment requests.
  • Step 3: Await review and decision
    • The Ministry reviews the application and may request additional information.
    • If approved, a ministerial announcement letter and funding agreement are issued.

Processing and Agreement

  • Applications are reviewed against eligibility and evaluation criteria.
  • If selected, the Minister issues an announcement letter confirming eligibility and the maximum funding amount.
  • A funding agreement must then be signed before the project can proceed to payment.
  • The Ministry may request additional documents or modifications before the agreement is finalized.

Additional information

  • New applications are no longer accepted under this program.
  • The program applies to projects already announced by the Minister before March 31, 2023.
  • A funding agreement is required before payment is made.
  • The beneficiary must maintain ownership of the infrastructure for the duration of the agreement.
