  • Costs incurred before final authorization for direct capital expenses.
  • Incident costs incurred before principle authorization.
  • Operating, maintenance, legal, and interest costs.
  • Land acquisition, movable equipment, and non-sport-related equipment.
  • Projects or works not listed as eligible, including Route Verte cycling paths and certain refrigeration replacement projects.
