- Organizations that failed to meet prior Ministry obligations after formal notice
- Organizations that do not meet the program’s integrity requirements
- For CEU, organizations with a qualifying facility located at INS Québec’s Olympic Park sports complex for that facility only

Processing and Agreement
- Applications are analyzed by the Ministry or the service provider, depending on the component.

- The agreement can be cancelled if no direct costs are incurred within one year of signing.
