  • Organizations listed in the Register of enterprises ineligible for public contracts (RENA)
  • Organizations that failed to meet prior Ministry obligations after formal notice
  • Organizations that do not meet the program’s integrity requirements
  • For CEU, organizations with a qualifying facility located at INS Québec’s Olympic Park sports complex for that facility only

Selection criteria

  • For CEU, projects are scored on a 43-point scale.
  • Evaluation considers sport ranking, CEU status, athlete numbers and attendance, and project relevance.
  • Funding demand as a share of the total eligible project budget is assessed.
  • Long-term impact and durability of the contribution are considered.
  • CREM projects are assessed through quantitative allocation criteria and regional coverage.

How to apply

  • Step 1: Complete the application
    • Fill out the electronic form available on the Ministry or service provider website.
    • Attach all required documents.
    • Submit by the deadline shown in the call for projects.
  • Step 2: Submit the request
    • Send the application through the designated online process.
    • Consent to information sharing for administrative review and analysis support.
  • Step 3: Review and decision
    • The file is analyzed for admissibility and evaluated under the program rules.
    • If approved, receive a confirmation letter.
  • Step 4: Sign the agreement
    • Sign the funding agreement after receiving confirmation.
    • Follow the conditions set out for the approved project.

Processing and Agreement

  • Applications are analyzed by the Ministry or the service provider, depending on the component.
  • Eligible applications are reviewed against the program criteria and evaluation framework.
  • Selected applicants receive a confirmation letter approving the project and maximum funding amount.
  • A funding agreement is signed after confirmation and sets the project conditions.
  • The agreement can be cancelled if no direct costs are incurred within one year of signing.
