- Organizations that failed to meet prior Ministry obligations after formal notice
- Organizations that do not meet the program’s integrity requirements
- For CEU, organizations with a qualifying facility located at INS Québec’s Olympic Park sports complex for that facility only

- For CEU, projects are scored on a 43-point scale.
- Evaluation considers sport ranking, CEU status, athlete numbers and attendance, and project relevance.
- Funding demand as a share of the total eligible project budget is assessed.
- Long-term impact and durability of the contribution are considered.
- CREM projects are assessed through quantitative allocation criteria and regional coverage.
