- Existing CAPF recipients
- Eligible past recipients of BCAH or CAPF
- Organizations eligible under the COVID-19 Emergency Support Fund

- Organizations that are not eligible under BCAH or CAPF rules
- New applicants who have not first applied for regular BCAH or CAPF funding
- Organizations seeking funding for the same project from more than one participating program

- Project staffing, coordination, and technical fees
- Venue rental, staging, recording, and streaming costs
- Health and safety, administration, insurance, travel, and accommodation

- Operational salaries and ongoing operating costs
- Prizes, judging costs, and commissioned art
- Food and beverages, except for volunteer-related non-alcoholic food and drinks
- Equipment purchases such as computers, staging, lighting, and sound
