Eligibility
Who is eligible?
- Legally constituted for-profit or non-profit companies.
- Quebec intraprovincial or interprovincial co-productions, and treaty-based international co-productions with a preliminary Telefilm Canada recommendation.
Eligible expenses
- Preparation of production, including planning, financing setup, scouting, and casting.
- Shooting.
- Postproduction.
- Short-term launch and promotion not covered by a distribution or broadcasting partner, especially for a film work.
Ineligible Costs and Activities
- Project development costs, including script, development fees, acquisition fees, and copyright fees.
- Unforeseen costs and contingency fees.
- Costs incurred before the application is submitted, except in exceptional cases discussed with the City.
- Captations, corporate or promotional projects, making-of, music videos, school and didactic projects, reality TV, variety shows, magazines, game shows, video games, projects whose sole purpose is to modify an existing work, and projects whose shooting is essentially completed and already in postproduction.

How to apply
- Submit the application in French.
- If the project is in English, complete the form and all requested documents in French; creative documents may be submitted in English.
- Submit only one project per applicant per deposit period.
- If waiting for another funder’s decision, send the response as soon as it is received and before the end of the review period to cinema@ville.quebec.qc.ca.
Processing and Agreement
- Applications are analyzed by a committee made up of analysts from the three co-funding partners.
- An industry-recognized expert reviews the creative quality of the project and shares conclusions with the committee.
- The committee recommendation must be approved by municipal authorities, and a response is issued about 12 weeks after submission.
- Recipients must deliver the project as filed, notify the Bureau immediately of any change, and start shooting, including preproduction, no later than the calendar year following funding confirmation.
- To receive the final installment, the company must provide the required work report; if the project leads to a public event, the Ministry and the City must be invited at least 10 days in advance.
