Who is eligible?
- Local or regional authorities within the meaning of the Act.
- Intermunicipal boards.
Who is not eligible
- Firefighter candidates who have followed a fire safety training program leading to a diploma issued by the Ministry of Education or an equivalent recognized by the Minister of Education.
Eligible expenses
- Professional fees for a training instructor and, for Pompier I, a training monitor.
- Use of equipment, including machinery, during training.
- Apparitors and supervisors for exams.
- Non-reusable material necessary for training or exams.
- Fees paid to the ENPQ, including registration, manuals, exams, and dossier study for recognition of acquired competencies.
Ineligible Costs and Activities
- Candidate remuneration.
- Meals, travel and accommodation costs.
- Certification fees, management and administration costs, and material delivery fees.
- Reusable material needed for training or exams.
- Officier 1 training, instructor training, and any cost not related to fire safety training.

How to apply
- For Volet 1 and Volet 3, organizations must submit their training needs to the regional authority for the next financial year and mention any difficulty accessing teaching staff.
- The regional authority must compile all needs in the form provided by the MSI.
- Organizations must also provide a document confirming their intention to train one or more candidates, usually a resolution.
- For a school-based Pompier I project, the regional authority must submit the completed application form, the project details, the financing plan, and a resolution.
- Requests must be submitted to the MSI by the deadline published on Québec.ca.
Processing and Agreement
- After receiving and analyzing the form from the regional authority, the MSI renders the requested Pompier I and/or Pompier II training admissible for the number of candidates requested.
- The MSI transfers reimbursed amounts to the regional authorities, which then distribute them to eligible organizations in their territory.
- For Volet 1, the MSI reimburses organizations after ENPQ confirmation that the programs are completed and the claim form is received.
- For Volet 2 and Volet 4, reimbursements are automatic after ENPQ sends the relevant extracts and the candidate files are up to date in COBA.
- The MSI may recover amounts that were not used for their intended purpose or if the program conditions are not respected.
