Eligibility
Who is eligible?
- Legally constituted for-profit or non-profit companies.
- Companies with their head office and principal administrators and directors in the Capitale-Nationale.
- Applicants for intraprovincial or interprovincial co-productions that hold the majority of rights and can demonstrate clear creative and financial control.
- International co-productions that are treaty-based and have received a preliminary recommendation from Téléfilm Canada.
Who is not eligible
- Captations, corporate or promotional projects, making-of productions, music videos, and school or didactic projects.
- Reality TV, variety shows, magazine programs, and game shows.
- Projects whose only purpose is to modify an already completed work.
- Projects that are mostly filmed at the time of funding approval or are already in postproduction.
Eligible expenses
- Preparation of production, including planning, financing setup, location scouting, and casting.
- Filming.
- Postproduction.
- Short-term launch and promotion not covered by a distribution or broadcasting partner.
Ineligible Costs and Activities
- Project development costs, including script work, development fees, acquisition fees, and copyright fees.
- Unforeseen expenses and contingency costs.
- Expenses incurred before the application is submitted, except in an exceptional case discussed with the City.

How to apply
- Submit the application in French.
- For an English-language production, complete the form and all requested documents in French, except creative documents, which may be submitted in English.
- If awaiting a SODEC or Téléfilm Canada financing decision, send the response as soon as it is received and before the end of the analysis period to cinema@ville.quebec.qc.ca.
Processing and Agreement
- Applications are analyzed by a committee made up of analysts from the three co-financing partners.
- An expert recognized by the film and television industry reviews the creative quality component.
- The recommendation must be approved by the municipal authorities before funding is confirmed.
- Funding conditions and the payment schedule are set out in the agreement with the Ville de Québec.
- The final payment requires a work report submitted with the appropriate balance form.
