Who is eligible?

  • Entrepreneurship, economic development, and business support organizations.

Who is not eligible

  • Social economy businesses, including non-profits and co-ops, that do not prove sound democratic governance.
  • Applicants not discharged from a bankruptcy judgment, applicants listed in the Register of enterprises ineligible for public contracts, or applicants that do not meet the high integrity standards expected of a recipient of public funds.
  • Applicants who, in the two years before the application, failed to respect obligations linked to prior City of Québec financial assistance after formal notice.
  • Applicants with amounts owing to the City of Québec.

Eligible expenses

  • Professional fees, consulting services, and studies.
  • Pre-startup costs, startup costs, and initial working capital needed to implement the project.
  • Salaries for human resources assigned to the project.
  • Data, material, and equipment acquisitions linked to the project, excluding rolling stock.
  • Marketing, promotion, advertising, and general administrative expenses necessary to carry out the project.

Ineligible Costs and Activities

  • Charitable activities and payment of volunteers.
  • Debt payments, repayment of existing loans, and replacement of government support or existing programs.
  • Expenses incurred or completed before the date the substantially complete and compliant application file is submitted.
  • Expenses to move a business or part of its production outside the Québec Agglomeration unless the City of Québec gives written consent.
  • The portion of GST and QST recovered from governments.

  • Québec Agglomeration: Québec City, Saint-Augustin-de-Desmaures, and L'Ancienne-Lorette, plus Wendake.

  • Financial capacity to complete the project and achieve its objectives.
  • Viability and coherence of the proposal, including relevance, realistic financial structure, and partners involved.
  • Mobilization of stakeholders, regional cohesion, organizational management capacity, and the project's distinctive, innovative, environmental, social, and governance dimensions.
  • Project impacts and structuring effect, especially job creation, removal of development barriers, and demonstrated need for financial assistance.

  • The project's admissibility does not guarantee financial assistance.
  • The proposed amount depends on available funds and the assessed need for financial assistance.
  • Any amounts owing to the City of Québec may be deducted from disbursements, including taxes, SDC contributions, and fines arising from infractions.
