Eligible expenses
- Actual wages and social charges directly related to the project, as well as professional fees directly related to the project.
- Costs related to the design, production, acquisition or adaptation of materials and equipment specific to the project, including data, technologies, software, applications and patents.
- Capital expenditures for assets, incorporation fees and expenses of the same nature related to the project and essential to its completion.
- Planning and study costs, opportunity assessment, market analysis, concept definition and development, activity scheduling, development of tools or indicators, feasibility studies.
- Communication, dissemination and promotion costs, travel, accommodation and meal expenses according to the Government of Quebec rates, as well as the portion of taxes not reimbursed by Revenu Québec.
Ineligible Costs and Activities
- Current operating expenses not directly incurred for the project, including wages and social charges not related to the project, rent and normal maintenance of buildings and equipment, insurance, depreciation of real estate assets, bank fees and interest, room rentals, telecommunications, office supplies, hospitality and training expenses.
- Purchase of equipment, renovation or construction of buildings used for routine business activities and private-sector processing activities.
- Working capital, debt service, operating losses, capital losses and capital buyback.
- Contingency fees, unforeseen expense costs, compliance upgrades and regulatory compliance.
- Expenses incurred before the project submission date, reimbursed portion of taxes, any expense not directly related to the project, as well as any form of loan, loan guarantee or equity investment.

- Pre-screening: project feasibility (25 %), alignment with one or more regional priorities (25 %), promoter capacity (25 %), financial soundness of the project (25 %).
- Complete application: magnitude of impacts (30 %), quality of the financial plan (20 %), quality of the implementation plan (20 %), the promoter's capacity to carry out the project (20 %), project relevance (10 %).
How to apply
- Submit the required expression of interest no later than 31 October 2026, using the web form.
- If the promoter is invited, submit the full application no later than 15 December 2026.
Processing and Agreement
- No additions, modifications or corrections are accepted after submission of the complete application.
- The advisory committee may request additional documents to clarify certain aspects of the project.
- The analysis is based on the information and required documents submitted at the time of filing.
- The promoter is notified in writing of the acceptance or rejection of its project, and the written decision is final with no possibility of review.
- Selected projects are the subject of a written confirmation followed by a memorandum of understanding that specifies the payment terms, the parties' obligations and the content of accountability reporting.
