Eligibility
Who is eligible?
- Owners of eligible buildings.
- Natural persons, legal persons, or emphyteotes who hold property rights on the eligible building and submit the request.
Who is not eligible
- Buildings attached, in whole or in part, to a public or private educational institution.
- Buildings owned, in whole or in part, by a religious community, whether incorporated or not.
- Buildings that already have a sump pump system.
- Buildings included in an assessment unit listed in paragraphs 1 to 7 and 13 to 17 of section 204 of the Act respecting municipal taxation.
Eligible expenses
- The contractor’s purchase of a sump pump system, including piping and accessories, a retention basin or sump, the main pump, backup pump(s), an emergency battery, an alarm panel, electrical connections, exterior excavation and backfill when required, and machinery, tools, and labour.
- GST and QST paid by the owner, except taxes that are recovered or recoverable from fiscal authorities.
Ineligible Costs and Activities
- Interior restoration and finishing work.
- Landscaping work, except digging and backfilling necessary to intercept the foundation drain outside or to install an exterior sump pump system.
- Installation of an infiltration structure.

Selection criteria
- Compliant applications are awarded in order of receipt, subject to available funds.
- When funds become available again, previously received applications are processed by receipt date before new applications.
How to apply
- Submit the request on the form provided by the City, duly completed and signed.
- Attach the owner’s attestation and the detailed invoice required by the regulation.
Processing and Agreement
- The City may inspect the work and authorize designated staff to carry out inspections.
- If the applicant does not allow inspection, does not facilitate access, or does not provide the requested information, the subsidy is cancelled and no payment is made.
- After receiving the request and required documents, the designated official sends the owner a cheque when all conditions are met.
- If the request contains false, inaccurate, or incomplete information, the applicant loses the right to the subsidy and must repay it if applicable.
