- Enterprises, municipalities, and organizations registered in the Quebec enterprise register that carry on activities and have an establishment in Quebec.
Who is not eligible
- Ministries and budgetary bodies of the Government of Quebec, enterprises of the Government of Quebec, the Centre de gestion de l’équipement roulant (CGER), persons designated by the National Assembly, and federal ministries and agencies are not eligible.
- Applicants listed in the Register of enterprises not eligible for public contracts (RENA), in bankruptcy or insolvency, in default of obligations after formal notice related to previous financial assistance, in dispute with MELCCFP, or not meeting the integrity requirements expected of a beneficiary are not eligible.

How to apply
- Use the Roulez vert online services to submit financial assistance requests.
- Create a user account.
- Open a session.
- Register your social insurance number (NAS).
- If you cannot use the online services, submit the request by mail using the PDF forms provided in the program sections.
Processing and Agreement
- The participant may receive the aid in their own name or authorize the dealer to apply the amount to the purchase or lease contract.
- The rebate amount is reimbursed to the dealer when the dealer applies the aid to the contract.
- The customer must first authorize the dealer to submit the application by way of a transfer of rights.
- The dealer must first apply to become a program partner and be authorized by MELCCFP.
- The Government of Quebec may require reimbursement of the aid if the program conditions are not respected.
