Eligibility
Who is eligible?
- Canadian municipal governments.
- Municipal partners such as private sector entities, municipally owned corporations, regional/provincial/territorial organizations, NGOs, non-profits, and research institutes.
- Indigenous communities partnering with a Canadian municipality or under a shared service agreement.
Ineligible Costs and Activities
- Costs incurred before FCM receives the application, except eligible application-writing costs.
- Projects focused on non-ZEV vehicles or ICE retrofits.
- Public charging infrastructure not mainly dedicated to the municipal or transit fleet.
- New maintenance or operations facilities.

Processing and Agreement
- Pre-application is reviewed for eligibility by GMF staff.
- Eligible files move to a full application review for accuracy and completeness.
- Applications are then reviewed by external peers and through internal analysis.
- FCM makes the funding decision after the review process.
- If approved, a funding agreement is prepared.

- Applications are accepted year-round until annual funds are fully allocated.
- GMF staff review the pre-application before a full application can proceed.
- Quebec municipalities must first go through MAMH review before GMF assessment.
