- People who hold or are applying for Canadian citizenship or permanent residence.
- Applicants already receiving another AMC or federal Canadian government grant or funding source.

- Institutional administrative costs related to each implemented scholarship.
- Employer compliance fees paid to IRCC, where applicable.
