Eligibility
Who is eligible?
- A non-profit legal person
- A cooperative constituted under the Loi sur les coopératives or the Loi canadienne sur les coopératives
- An enterprise collective within the meaning of the Loi sur l’économie sociale
- A private for-profit company constituted under Quebec or Canadian laws
- A municipal body, or a First Nations or Inuit public authority
Who is not eligible
- Sole proprietorships
- Universities and research centres
- Applicants listed in the public contracts non-eligible registry
- Applicants in bankruptcy or insolvency proceedings
- Government departments and health or education institutions
Eligible expenses
- Labour costs, including social benefits; subcontracting; and external consultants or specialists with recognized and relevant expertise
- Travel costs respecting the rates in force in the Quebec public service; fees and copyright; and the non-reimbursed portion of taxes for a non-profit organization
- Equipment or premises rental costs; and material or equipment purchase costs, when justified
- Costs of creation, construction, or installation of elements directly linked to the project, technical upgrade costs for usage and descriptive data, promotion costs with 4% spent in recognized community media, and result-measurement costs
- Administrative costs up to 5% of total eligible expenses and contingency costs up to 10% of total eligible expenses and administrative costs
Ineligible Costs and Activities
- Recurring expenses and operating costs
- Expenses already supported by another program of the Ministry
- Expenses incurred before the Ministry's announcement letter
- Debt financing, loan repayment, or financing of a project already completed
- Land acquisition, building construction or expansion, and travel outside Quebec or any other international outreach or market-development activity outside Quebec

Selection criteria
- Project relevance (22%), including alignment with the program's purpose and objectives, coherence with the applicant's mission and activities, and no overlap with existing activities or direct competition with ongoing projects
- Overall project quality (78%), including the fit of the objectives, the team's experience and competence, partnerships, the applicant's capacity, feasibility, realism, financing, communication, data collection, originality, reach, results, and sustainable development principles
- The Ministry may limit the number of selected applications to respect the budget envelope
- The Ministry may limit the number of funded projects in each administrative region for fairness
- The Ministry may prioritize projects that showcase the different cultures of Indigenous peoples of Quebec

- The Ministry first checks whether the applicant and project are eligible.
- Eligible applications are then assessed against the program selection criteria.

- A funding agreement is signed before the first payment is made.
