Documents Needed
- A resolution of the municipal council, board of directors or Indigenous party supporting the application and designating the person authorized to act and sign the agreement.
- All elements necessary to assess the project, including bids, maps, plans, technical studies, photos and sketches.
- The project financing plan duly completed according to the model provided in Excel format.
- A document proving land ownership, a long-term emphyteutic lease, a lease covering public land or a lease in favor of the applicant allowing the installation of fixed equipment on the land in question.

Who is eligible?
- Local municipalities and regional county municipalities.
- Private companies and for-profit organizations with an establishment in Québec and registered with the REQ.
- Non-profit organizations registered with the REQ and dedicated to conservation, wildlife enhancement, or recreational activities.
- Indigenous nations, Indigenous communities, groups of Indigenous communities, and other Indigenous groups mentioned in the regulatory framework.
- ZEC management organizations, only for mobile or hybrid station projects.
Who is not eligible
- State-owned corporations, such as Sépaq and its entities.
- Corporations directly or indirectly controlled by a provincial or federal government.
- Companies majority-owned by a State-owned corporation.
- Organizations in bankruptcy or listed in the Register of enterprises ineligible for public contracts.
- Organizations that already have an ongoing project under the program, or that failed to meet their obligations in the two years preceding the application after formal notice.
Eligible expenses
- Fees paid to professionals, technical staff, consultants and contractors.
- Architectural plans and engineering work.
- Communication, promotion or marketing costs related to project visibility.
- Acquisition of materials, rental of tools, light equipment and machinery necessary to carry out the project.
- Salary costs and customary employee benefits attributable solely to the project, including a maximum of 12,21 % of wages for the employer's share in 2026-2027, as well as the cost of equipment and fit-out costs related to the project.
Ineligible Costs and Activities
- Costs incurred before the signing of the grant agreement.
- Costs incurred more than one year after the signing of the agreement or after the 31 January 2028.
- Current operating and overhead costs, as well as costs aimed at improving the beneficiary's internal management.
- Acquisition or rental of land, indoor or outdoor furniture, microcomputer and office equipment, legal fees and fees related to permits, authorizations or property transfers.
- Volunteer work, in-kind contributions, accommodation expenses, security systems, access control, cameras and any expense not directly related to the project.

How to apply
- Fill out the expression of interest form before the 31 July 2027 at noon.
- Fill out the electronic financial assistance application form after receiving the personalized link by email, attach the requested documents and submit the complete package no later than the 31 July 2027 at 23 h 59.
Processing and Agreement
- Organizations receiving financial assistance must submit a final project report whose template will be provided by the ministry in due course.
Additional information
- For hybrid boat cleaning station projects involving a lease on State lands and ground works, authorization from the MELCCFP may be required.
