Documents Needed
- Program support events sports 2025-2028 form (section 1), duly completed.
- A signed resolution of the board of directors.
- A detailed budget in the format established by the MEQ.
- The financial statements of the last two editions of the event, if applicable.
- The signature (sanction) of the affiliated sports federation for any application submitted by a non-federation organization.

Who is eligible?
- Quebec sports federations recognized under the Programme de reconnaissance des fédérations sportives (PRFSQ).
- Organizations, clubs, partners, or event organizers affiliated with a recognized sports federation.
- Organizations, clubs, partners, or event organizers holding an attestation (sanction) issued by a recognized sports federation.
Who is not eligible
- Organizations registered in the Registre des entreprises non admissibles aux contrats publics (RENA), including subcontractors registered in the RENA.
- Organizations that failed to meet obligations after a formal notice related to prior financial assistance from a Quebec government ministry or agency.
- Organizations that do not meet the high integrity expectations required of public-fund beneficiaries.
- Organizations that do not comply with the Code de gouvernance des organismes à but non lucratif québécois de sport et de loisir.
Eligible expenses
- Purchase of material and supplies.
- Rental of material and competition sites.
- Promotion or dissemination.
- Fees related to the realization of the event.
- Other costs related to project realization that are justified by the organization and pre-authorized by the Ministry when the project is accepted.
Ineligible Costs and Activities
- Products intended for resale and fundraising activities.
- Permanent infrastructure costs, including construction, renovation, and compliance upgrades.
- Debt interest, loan repayments, bookkeeping, doubtful debts, and amortization.
- Non-sport equipment, permanent premises rent, alcoholic beverages and permits, civil litigation and legal fees, administrative or criminal sanctions and fines, and non-recoverable QST, GST, or other refundable costs.
- Athlete and support staff subsistence costs included in registration fees, commissions for government sponsorship search, travel costs above Quebec public service rates, and expenses judged unreasonable by the minister.

Selection criteria
- Level of competition: 60 points.
- Number of participating provinces or territories, or countries: 30 points.
- Number of participating athletes: 10 points.
- Percentage of athletes from outside Quebec: 10 points.
- Total budget (eligible expenses): 35 points.
- Target athletes, including athletes, para-athletes, and Special Olympics athletes: 10 points.
- Discovery or initiation activities related to the discipline: 5 points.
- Development or training activities held around the event for coaches, officials, athletes, volunteers, and others: 5 points.
- For events with multiple competition categories, only the Canadian-scale competition is considered in the assessment.
How to apply
- Read the program normative framework.
- Complete the application form.
- Attach the required documents.
- Submit everything within the prescribed deadlines by email to pses@education.gouv.qc.ca.
Processing and Agreement
- The MEQ may verify the use of the assistance at any time, and the beneficiary must allow reasonable access to installations, premises, books, and other documents for up to three years.
- If administrative standards are not met during the fiscal year, the MEQ may issue a written notice of default and the beneficiary then has 60 days to comply.
- The beneficiary must submit the section 2 form in the format established by the MEQ for accountability purposes.
- The section 2 form must be submitted within four months after the event.
