  • Distribution contract, annual accreditation report filed with the MCC, including sections 5.4 and 5.5 and Annex A, and financial statements, including notes and annexes, for the latest completed fiscal year, approved and signed by the directors.
  • Master file documents, including constituting documents and the company or shareholders’ agreement.

Who is eligible?

  • Publishers accredited or eligible for accreditation by the Ministry of Culture and Communications.
  • Quebec businesses legally constituted as corporations, non-profit organizations, cooperatives, or general partnerships.
  • Professional publishers with a distribution agreement.

Who is not eligible

  • Sole proprietorships are not eligible.

Eligible expenses

  • Internal salaries directly linked to commercialization, promotion, press and advertising, metadata structuring, and search engine optimization.
  • External fees and costs for commercialization, promotion, press and advertising, promotional tools or materials, advertising space, encartage, metadata structuring, and search engine optimization.
  • Production costs for promotional tools such as catalogues, bookmarks, displays, promotional materials, mailings, and digital marketing.
  • General costs for promotional or mediation activities in Quebec, including stand rental and setup, signage, staff salaries, staff transport and accommodation, flat-rate allowances, and logistics.
  • Fees paid to Quebec authors, illustrators, and translators for promotional activities, including honoraria, transport, accommodation, and flat-rate allowances.

Ineligible Costs and Activities

  • Subscription and software license fees.
  • Website creation, hosting, and updating costs, whether transactional or not.
  • Distribution, dissemination, delivery, and postage fees.
  • Press service fees.
  • Educational materials, magazines and reviews, reference books and practical guides, colouring books or alterable books, and books published on an author's account.

  • Abitibi-Témiscamingue, Bas-Saint-Laurent, Côte-Nord, Gaspésie–Îles-de-la-Madeleine, Saguenay–Lac-Saint-Jean, and Nord-du-Québec.

Selection criteria

  • Index of performance: the company's role as a book promoter, the effectiveness of promotion investment, and the level of eligible book sales (PPHT).
  • Index of financial health: liquidity and cash flow, profitability, and debt level.

How to apply

  • Submit the application through the secure SOD@ccès portal.
  • Use program number 30-20-01 in SOD@ccès.
  • Upload the required documents in the upload tasks before submitting the application.

Processing and Agreement

  • SODEC may form a committee to assess the admissibility of certain applicants.
  • SODEC and/or its chosen auditor may examine, copy, or receive accounting books and other project-related documents, with reasonable notice.
  • For book-fair participation aid, the amount is calculated and reserved, then paid after the activity report is submitted and accepted; after all salon participations are completed, a report must be submitted for each salon, and once validated, the authorized amount minus any uncompleted participations is paid.
  • Beneficiaries must provide all registers, documents, or other information needed for program evaluations and studies during the five years following the financial assistance.
