Eligibility
Who is eligible?
- Non-profit organizations duly registered in the Quebec enterprise register.
- Recognized Indigenous communities or nations.
- Municipal organizations under article 5 of the Act respecting access to documents of public bodies and the protection of personal information, including the City of Québec.
Who is not eligible
- Social economy enterprises (non-profit organizations and cooperatives) that do not demonstrate sound democratic governance.
- Applicants not discharged from bankruptcy or companies listed in the Register of Enterprises Ineligible for Public Contracts.
- Applicants that defaulted on obligations related to prior financial assistance from the City of Québec in the two years before the request, or that owe amounts to the City of Québec.
- Organizations that do not meet the high integrity expected of a recipient of public funds, or where a member of the National Assembly of Québec, a municipal elected official, or a family member would benefit from a related contract, agreement, or commission, or where a person subject to the Public Service Ethics and Discipline Regulation would benefit without complying.
- Applicants subject to other explicit conflict-of-interest or ethics restrictions tied to the FRCN delegation agreement.
Eligible expenses
- Administrative fees, including travel and meal expenses required for travel within the rates in force in the Quebec public service, postage or courier, bookkeeping and accounting, communications activities for consultations or to inform the competent authorities, office supplies, telecommunications and website maintenance, training, general insurance, dues and subscriptions, promotion, bank fees and interest, premises maintenance, room rental, and representation expenses.
Ineligible Costs and Activities
- Projects with a discriminatory nature, controversial content, or reputational risk to the City of Québec.
