- Projects addressing one of the city's five sustainable development challenges: social cohesion, overall health, decarbonization, resilience, and transition.
Eligibility
- The applicant must be an educational institution, research center, non-profit organization, legislatively constituted municipal organization, regional county municipality, local municipality, band council, the Québec Metropolitan Community, or the City of Québec.
- The project must be located in or yield direct and measurable impacts within the Québec agglomeration (Québec, L’Ancienne-Lorette, Saint-Augustin-de-Desmaures) or Wendake.
- The project should contribute to local or regional socioeconomic performance, socioeconomic recovery, or address recognized regional economic challenges.
- The applicant must demonstrate responsible business governance and financial capacity to complete the proposed project.

Who is not eligible

- Companies listed in the Register of Enterprises Ineligible for Public Contracts.
- Applicants with outstanding amounts owed to the City of Québec.
- Projects with a discriminatory nature, controversial content, or that pose a reputational risk to the City of Québec.

- Agglomeration of Québec, including Québec City, L’Ancienne-Lorette, Saint-Augustin-de-Desmaures, and Wendake, or organizations able to demonstrate direct and measurable impacts on these territories.
