- The applicant must be an individual, community association, school, or not-for-profit organization.
- The initiative must promote or protect one or more human rights.
- The initiative must be clearly linked to and reference a human right (e.g., as enshrined in the Universal Declaration of Human Rights).
- The initiative must take place in Canada.
