Who is eligible?
- Tax-exempt 501(c)(3) public charities with a federal Employer Identification Number (EIN), or organizations that can partner with another organization that can serve as a fiscal sponsor.
- Arts organizations with annual revenues of less than $300,000 in the most recent fiscal year.
- Non-arts organizations with a community-based arts program.
- Organizations with three grants in a row as of 2025 may apply in 2026.

Selection criteria
- Priority is given to eligible organizations that include or reach the underserved, especially minorities or those with low incomes, as well as groups historically discriminated against and people with access or equity issues, such as LGBT, elderly, disabled, or a community with few arts and culture services.
- Priority is given to program or project support applications that embrace arts innovation by increasing an individual’s opportunities to broaden and deepen creative expression or provide services to artists or on behalf of the arts sector.
How to apply
- Go to the application page at http://www.francisfoundation.org/grants/.
- Enter the institution name as prompted and follow the prompts to access the application.
- Log in using the e-mail address and password from a prior application or grant report, or create a new account.
- Use the Return link to access a started and saved application.
- Upload attachments prior to Review, then review the completed application and submit it.
Processing and Agreement
- The Small Arts Grant Fund Committee reviews 60-70 eligible applications each year.
- A confirmation e-mail is sent after an application is submitted.
- Board decision on grants: November 2026.
- Grant award letter and payment: December 2026.
