  • GAINS or GIS receipt, such as a Government of Canada letter, T5007 document, or cheque stub.
  • 2024 Income Tax Assessment for each person registered on the title for the home.
  • Medical documentation for participants with permanent physical or cognitive disability, issued within the last 5 years if not on file.
  • Proof of age, such as a Driver’s License or Health Card.
  • Copy of the Property Tax bill from the City of Pickering to prove the person(s) on title for the property.

Eligibility

Who is eligible?

  • Seniors aged 65 and over.
  • Residents under 65 who have proof of permanent physical or cognitive disability.

Who is not eligible

  • Rental properties.
  • Applicants with net income over $199,900.

Eligible geographic areas

  • Urban area of Pickering south of Taunton Road, and the hamlets of Brougham, Claremont, Greenwood and Whitevale.

Selection criteria

  • Priority is given to residents with proof of permanent physical or cognitive disability.
  • If qualified applications exceed capacity, an electronic lottery system is used to select applicants.

How to apply

  • Complete the application form.
  • Include all supporting documentation, including a cheque post-dated to October 10, 2025, made payable to the City of Pickering.
  • Submit the application by mail, in person at Customer Care Centre, or in the outdoor drop box between City Hall and Central Library.

Processing and Agreement

  • Customer Care staff will contact applicants if additional information is required.
  • Applicants will be told if their application has been selected before the cheque is processed.
  • If an application is not selected, the cheque will be returned promptly.
  • Refunds will not be issued once the applicant has been confirmed in the program.
