- Equipment rental or purchase, including software
- Consulting services, data acquisition, laboratory analysis, materials and supplies
- Salaries and benefits, travel, access fees, and license or permit fees
- Overhead costs within the allowed limit
- Foreign goods and services taxes net of rebates

- Costs incurred before the funding agreement takes effect
- Costs incurred after the project completion date
- Projects targeting TRL higher than 6
- Applications submitted by mail, courier, hand delivery, or email
- Incomplete applications
