Who is eligible?
- Electricity customers that own and/or occupy the facility
- Third-party participants installing and operating a project on behalf of a facility owner/operator
- Participants seeking an engineering feasibility study for an eligible project

- Insolvent applicants
- Third-party participants applying for engineering feasibility study funding
- Projects that are lighting or demand response
- Projects already committed, contracted, or with equipment ordered before application
Eligible expenses
- Capital expenses for the project
- Equipment, products, and software
- Engineering, technical, professional, and contracting services
- Data collection, metering, and M&V-related costs
- Travel, printing, permits, licences, and environmental assessment costs

- Application preparation and review costs
- HST and financing-related costs
- Costs reimbursed by third-party contributions
- Projects involving lighting, demand response, or unproven technologies
- Projects already started, contracted, or purchased before application

Processing and Agreement
- Applications are reviewed and approved by the IESO.
- A Letter of Approval is issued for approved studies or projects.
- The participant must enter into the required terms and conditions.
- Payment depends on M&V reports and verification of electricity savings.
- The IESO may request additional reporting and audit access to project data.
Additional information
- Participants may choose between advanced and deferred payment options, subject to IESO approval.
- A Technical Reviewer develops the M&V plan for each project.
- The IESO may require further M&V reports and may extend the reporting period.
