  • Residential electricity customers of FortisBC, BC Hydro, or municipal utilities in Grand Forks, Penticton, Summerland, Nelson Hydro, and New Westminster
  • Income-qualified households
  • Renters and homeowners
  • Heat-vulnerable customers referred through a regional health authority’s Home Care Program

Who is not eligible

  • Households with income above the program limit
  • Apartment or condo homes seeking ECAP heating or upgrade measures not offered for those units
  • Homes with a functioning air conditioning unit, for the AC offer
  • Common areas in multi-tenant buildings

Ineligible Costs and Activities

  • Central or ducted air conditioning systems
  • Air conditioning for homes with a functioning AC unit
  • Applications for common areas in multi-tenant buildings
  • Repeat ECAP participation within 10 years
