- Residential electricity customers of FortisBC, BC Hydro, or municipal utilities in Grand Forks, Penticton, Summerland, Nelson Hydro, and New Westminster
- Income-qualified households
- Renters and homeowners
- Heat-vulnerable customers referred through a regional health authority’s Home Care Program
Who is not eligible
- Households with income above the program limit
- Apartment or condo homes seeking ECAP heating or upgrade measures not offered for those units
- Homes with a functioning air conditioning unit, for the AC offer
- Common areas in multi-tenant buildings
Ineligible Costs and Activities
- Central or ducted air conditioning systems
- Air conditioning for homes with a functioning AC unit
- Applications for common areas in multi-tenant buildings
- Repeat ECAP participation within 10 years

- Applications are reviewed after submission and may be checked for income and utility eligibility
