Overview

This program provides cost-share funding of up to $200,000 per project to help agricultural producers improve soil health, water quality and biodiversity through beneficial management practices. Eligible activities include seeding forage, targeted grazing, grazing management, livestock stewardship and water protection projects that enhance environmental resiliency on agricultural land.

Activities funded

  • Implementation of land use BMPs such as seeding tame or native forage and targeted grazing.
  • Adoption of grazing management BMPs on native rangeland and riparian areas, including rangeland health assessments.
  • Livestock stewardship projects such as intensive livestock management, manure storage, run-off control and livestock relocation.
  • Extensive wintering site management to reduce environmental impacts of overwintering livestock.
  • Livestock water protection and sulphate water treatment projects to improve water quality for agricultural use.

Eligibility

  • Be a Saskatchewan agricultural producer (individual, partnership or corporation).
  • Demonstrate a minimum of $50,000 in gross farm income in Saskatchewan in the application year or previous year, or qualify as a new entrant under program rules.
  • Individual applicants must be at least 18 years of age.
  • First Nation Bands and Crown Land Pasture Associations in Saskatchewan may apply for specified BMPs.
  • Hold a Saskatchewan Premises Identification (PID) number if operating premises where livestock or poultry are kept or managed.

  • Individual farm operators in Saskatchewan.
  • Agricultural partnerships and farm corporations in Saskatchewan.
  • First Nation Bands engaged in agricultural production in Saskatchewan.
  • Crown Land Pasture Associations in Saskatchewan (for specified BMPs).

Ineligible Costs and Activities

  • Projects and invoices dated prior to April 1, 2023, or not issued in the applicant’s name.
  • In-kind freight, mileage, materials, labour or payments, and materials from the applicant’s inventory.
  • Fabricated or self-made equipment and materials, leased or used equipment, or items purchased at auction.
  • Regular replacement, repair or maintenance expenses, and purchase of land, property or easements.
  • Financing charges, interest, legal fees, taxes, application support fees, duplicated costs funded by other programs, and permanent shelters.

How to apply

  • Step 1: Review Program Requirements
    • Confirm you meet applicant eligibility, income thresholds and Premises Identification requirements.
    • Review the Agri-Environmental Risk Assessment before beginning any project.
    • Check specific BMP guidelines, including whether pre-approval or rebate application applies.
  • Step 2: Obtain Necessary Approvals
    • Secure written authorization from the landowner if the project is on land you do not own.
    • Obtain required regulatory permits, such as an Aquatic Habitat Protection Permit where applicable.
    • Verify any additional approvals needed for environmentally sensitive areas (e.g., WHPA, CCE, critical habitat).
  • Step 3: Submit Pre-Approval Application (if required)
    • Complete the RALP Pre-Approval Application for BMPs that require pre-approval.
    • Ensure the pre-approval application is submitted by December 31, 2027.
  • Step 4: Implement Project
    • Start the project on or after April 1, 2023, only after meeting pre-approval or rebate requirements.
    • Complete the project within 18 months of project approval or by March 31, 2028, whichever is earlier.
  • Step 5: Apply for Rebate or Submit Claim
    • For rebate BMPs, work with a local agri-environmental specialist to complete the rebate application and any required checklists or templates.
    • Complete and submit the appropriate rebate application or claim form with supporting invoices.
    • Submit applications and claim forms by email to agprograms@gov.sk.ca or by mail to the Resilient Agricultural Landscapes Program, Ministry of Agriculture, Programs Branch in Regina.

Additional information

  • Program payments are subject to a minimum rebate of $250 and a minimum claim of $500.
  • Separate applications are required for each eligible project under different BMPs.
  • Pre-approval applications must be received by December 31, 2027, and all projects completed by March 31, 2028.
  • Participation may limit access to future federal offset credit payments for the same activities, if protocols become available.
