Transferable Royalty Credits

Eligibility

Who is eligible?

  • Companies in Saskatchewan’s oil and gas sector
  • Corporate entities that own or are licensed for the innovation
  • Commercial companies, including joint projects

Who is not eligible

  • Government bodies and Crown agencies
  • Not-for-profit corporations
  • Projects that are operational before application

Eligible expenses

  • Land, real property, and depreciable assets used for the project
  • Professional services, engineering, and design costs
  • Construction, installation, transportation, and site preparation costs
  • Specialized software, intellectual property licensing, and capitalized interest
  • Selected operating costs for up to 24 months, if agreed

Ineligible Costs and Activities

  • Administration and overhead
  • Feasibility studies, travel, marketing, and advertising
  • Taxes such as GST, PST, and HST
  • Spare equipment, fines, penalties, and non-arm’s-length transactions
  • Costs already claimed under another SPII submission

How to apply

Download Application Form

Visit the SPII website to download the SPII Application Form.

Complete Application Form

  • Fill out all required sections in the SPII Application Form accurately.
  • Ensure to compile any necessary supporting documents.

Submit Application

Email the completed SPII Application Form along with supporting documents to spii@gov.sk.ca.

Receive Confirmation

  • Wait for the Ministry of Energy and Resources to confirm receipt of the application by email.
  • If the application is incomplete, expect communication indicating the required corrections.

Application Review

The Ministry will assess the application against the eligibility requirements in the regulations.

Conditional Approval

If the application is approved, receive a Letter of Conditional Approval via email.

Final Agreement

Once conditionally approved, enter into a formal agreement with the Ministry that details the project plan and eligible costs.

Project Execution

Execute the project as outlined in the agreement.

Earning Credits

Submit a Royalty Credit Application Form through the IRIS system once eligible costs exceed CAD$1 million.

Credit Application Review

Ministry reviews and evaluates the Royalty Credit Application to approve eligible costs.

Credit Approval

If approved, receive a Certificate of Approval, and earn 25% of eligible costs as royalty credits.

Utilizing Credits

Credits are automatically applied against royalty or tax obligations or can be transferred to another entity via a Royalty Credit Transfer Application in IRIS.

Processing and Agreement

  • The Ministry reviews the application and confirms whether it meets the program rules.
  • Successful applicants receive a Letter of Conditional Approval.
  • A formal agreement is then signed with the Ministry.
  • After eligible costs are reviewed, the Ministry issues a Certificate of Approval or a refusal notice.
  • Approved credits are applied in IRIS or may be transferred after approval.
