Eligibility
- The applicant must be starting or acquiring their first or second business.
- The project must demonstrate relevance, realism, and potential for job creation or retention.
- The applicant must show that all necessary start-up funding for the business has been secured.
- The business must source the majority of its supplies from within Quebec.

Selection criteria
- Relevance and realism of the business project, including its novelty and potential for job creation or retention.
- Demonstration that all necessary funding for starting the business has been secured.
- No direct competition with similar businesses when the market is not large enough to support a new enterprise.
- The applicant must not be in default on debt payments.
- The majority of the company's sourcing must be within Quebec.
