Eligibility

Who is eligible?

  • Property owners
  • Tenants with owner permission
  • Commercial, institutional, mixed-use, and apartment properties

Who is not eligible

  • New buildings and additions
  • Buildings that previously received this grant
  • Projects that do not comply with the downtown area plan
  • Work intended only to restore disaster losses

Eligible expenses

  • Professional fees such as project management, design, and engineering, up to 15% of eligible costs
  • Municipal planning permit fees
  • Direct project labour costs
  • Rental of tools and equipment
  • GST

Ineligible Costs and Activities

  • Routine maintenance
  • Labour performed by the applicant
  • Tools, consumables, profit, insurance, warranties, and overruns
  • Work already funded by another municipal grant
  • Window coverings that obscure street-level windows

How to apply

  • Step 1: Pre-application meeting
    • Book a meeting to review program requirements and discuss your project.
  • Step 2: Prepare the initial application
    • Complete the application form and prepare the required supporting documents.

    • Program staff reviews the application for eligibility and program intent.
    • If the concept is accepted, conditional approval is issued.
  • Step 4: Submit pricing and final documents
