Eligibility

Who is eligible?

  • Commercial buildings

Who is not eligible

  • New buildings and additions
  • Projects intended only to restore natural disaster damage
  • Buildings with work already funded by another municipal grant for the same scope

Eligible expenses

  • Professional fees, including project management, design, and engineering
  • Municipal planning permit fees
  • Direct labour, tools and equipment rental, and GST

Ineligible Costs and Activities

  • Routine maintenance and roof or structural repairs
  • Labour performed by the applicant
  • Tools, consumables, profit, insurance, warranties, and overruns
  • Window treatments that obscure street-level windows
  • Work already funded by another municipal grant

How to apply

  • Step 1: Pre-application meeting
    • Book a meeting with program staff before applying.
    • Review your project idea and confirm basic requirements.
  • Step 2: Submit a preliminary application
    • Complete the application form and prepare the required supporting documents.
    • Submit the application for initial review.
  • Step 3: Receive conditional approval
    • The Municipality reviews the proposal for eligibility and program fit.
    • If approved, you receive conditional approval and a deadline to submit pricing.
  • Step 4: Submit pricing and final materials
    • Provide the required contractor estimates and any additional documents requested.
    • Submit the remaining information for final approval.
  • Step 5: Sign the funding agreement and begin work
    • Sign the grant agreement before construction starts.
    • Obtain the required permits before beginning work.
  • Step 6: Request reimbursement
    • Complete the project, then submit the reimbursement request with the required proof of completion and payment.
    • Send the reimbursement package by email or deliver it in person to the program office.

Processing and Agreement

  • Applications are first reviewed for basic eligibility and program fit.
  • If approved in principle, a conditional approval is issued and pricing must be submitted within 90 days.
  • Final approval is based on the reviewed pricing and project details.
  • A grant agreement must be signed before work begins.
  • Reimbursement is processed after project completion and verification by the Municipality.
