Who is eligible?
- Property owners
- Duly authorized representatives of property owners
Who is not eligible
- Properties owned in whole or in part by the City of Québec, a provincial or federal government, a public or parapublic corporation mainly appointed or funded by a government, or a public or private health and social services institution
- Student residences attached to a public or private educational institution, and accommodation properties governed by the Act respecting tourist accommodation establishments other than principal residences
- Properties that have already received or been reserved a subsidy under this program, except a building whose renovation work under articles 12 to 16 was completed and whose final subsidy payment was made more than 10 years ago
- Properties owned by a cooperative or non-profit organization receiving ongoing operating-deficit assistance under a social housing program administered by one of the bodies above, or covered by an active agreement giving right to subsidies from such a body
- Housing shelters, properties owned by a religious community for housing its members, and buildings located in a high-flow flood zone

- Subdivision of an existing housing unit into two new units or more, except for work on an espace vacant, vétuste ou en cours de chantier in the sector determined in Annex II.
- Regrouping of at least two existing housing units into a larger unit, except for work on an espace vacant, vétuste ou en cours de chantier in the sector determined in Annex II.

Selection criteria
- Complete and compliant applications are processed on a first-come, first-served basis, subject to available funds.
How to apply
- Send the request by email to habitation@ville.quebec.qc.ca with the completed eligibility form and proof of ownership.
- Pay the file-opening fees after receiving the email notice.
- Submit the construction permit application online.
- Once the permit is obtained, send the detailed quotation, the construction permit and its conditions, and a copy of the approved work plans by email.
- Pay any additional tariff fees, if applicable.
- Wait for written confirmation of the subsidy before starting the work.
Processing and Agreement
- When an intermediate or final subsidy payment request is incomplete or non-compliant, the designated officer sends a written notice within 30 days of receipt identifying the missing or non-compliant items, and the subsidy cannot be paid until the request is complete and compliant.
- If the missing or non-compliant items are not corrected within 45 days of the notice, the subsidy reserve is canceled without further notice or delay.
