Activities funded

- Recycling of partially residential or non-residential buildings.
- Construction of new dwelling units in declared heritage sites.
- Creation of one or more residential units in a vacant, dilapidated or under-construction space located within the sector defined in Appendix II.
- Renovation work on the fire protection components of a building containing at least two dwelling units.
Documents Needed
- A copy of the permit or authorization certificate issued by the city, the supporting documents, and the plans and specifications for the work.
- A copy of the authorization issued in accordance with the Cultural Heritage Act (CQLR, chapter P-9.002), if applicable.
- Any document establishing the estimated cost of the work, prepared by a person authorized to carry it out in accordance with article 30, including the list of materials supplied and their quantity.
- A copy of the service contract entered into between the applicant and the professional responsible for general supervision of the work, when required by law.
- When the application concerns an affordable rental unit, a draft lease specifying the amount of rent that will be charged after the work for each dwelling unit covered by the application.

- Duly authorized representatives of a property owner
Who is not eligible
- Properties owned in whole or in part by the City of Québec, a provincial or federal government, a public or parapublic corporation whose majority of members is appointed by a government or whose majority funding comes from a government source, or a public or private health and social services establishment
- Student residence buildings attached in whole or in part to a public or private educational institution
- Properties whose operation is subject to the Act respecting tourist accommodation establishments, other than a primary residence establishment
- Properties that have already received or been reserved for a subsidy under this program, except a building whose renovation work under articles 12 to 16 was completed and whose final subsidy payment was made more than 10 years ago
- Properties owned by a cooperative or non-profit organization receiving ongoing assistance to cover operating deficits under a social housing program administered by a person described above, properties owned in whole or in part by a religious community intended to house its members, and buildings in a high-flow flood zone

Ineligible Costs and Activities
- The work of subdividing an existing dwelling unit to create two or more new units and the work of combining at least two existing dwelling units to create a larger one, except for work carried out on a vacant, dilapidated or under-construction space located within the area determined in Appendix II of this by-law.

Selection criteria
- Applications are processed on a first-come, first-served basis once they are complete and compliant, subject to available funds.
How to apply
- Complete the application on the form provided by the city.
- Submit the application by mail, in paper format, to the office of the Environmental Control Division, or electronically to that division.
- Attach the documents prescribed in this subsection.
Processing and Agreement
- The designated official responds in writing within 30 days when the application is complete and compliant, or within 60 days if it was on a waiting list; the designated official then informs the applicant of the reserved provisional amount.
- The city may carry out inspections to verify the eligibility of the work and compliance with the by-law's conditions.
- Eligible work must begin within a maximum of twelve months and be completed within a maximum of 24 months following confirmation of the grant reserve; a twelve-month extension may be requested in writing before the end of the first period.
- The request for the final grant payment must be submitted within 60 days following the work completion date or the last day of the maximum period provided for in article 31.
- The final payment is sent to the owner by cheque within 60 days following receipt of the documents referred to, but not before the 31th day after the work completion date.
