Who is eligible?
- Property owners
- Duly authorized representatives of a property owner
Who is not eligible
- Properties owned in whole or in part by the City of Québec, a provincial or federal government, a public or parapublic corporation whose majority of members is appointed by a government or whose majority funding comes from a government source, or a public or private health and social services establishment
- Student residence buildings attached in whole or in part to a public or private educational institution
- Properties whose operation is subject to the Act respecting tourist accommodation establishments, other than a primary residence establishment
- Properties that have already received or been reserved for a subsidy under this program, except a building whose renovation work under articles 12 to 16 was completed and whose final subsidy payment was made more than 10 years ago
- Properties owned by a cooperative or non-profit organization receiving ongoing assistance to cover operating deficits under a social housing program administered by a person described above, properties owned in whole or in part by a religious community intended to house its members, and buildings in a high-flow flood zone
Eligible expenses
- Labour costs
- Materials supplied by the contractor, excluding materials supplied by the owner
- Construction permit or certificate of authorization costs
- Professional fees for plans and specifications, plus other expertise fees related to eligible work, up to 10% of the eligible cost
- GST and QST paid by the owner, minus any amount recovered, plus the city’s fee for analysing the subsidy application
Ineligible Costs and Activities
- Property acquisition costs, including purchase price, transaction fees, transfer duties, and other fees related to acquisition or recognition of title or property boundaries
- Subdivision of an existing housing unit into two or more new units
- Combining at least two existing housing units into a larger unit
- Simple maintenance work such as painting and cleaning
- Damage resulting from poor execution of the work

Selection criteria
- Applications are processed on a first-come, first-served basis once they are complete and compliant, subject to available funds.
How to apply
- Send your application by email to habitation@ville.quebec.qc.ca with the completed eligibility form and proof of ownership.
- After receiving the payment notice by email, pay the file-opening fees.
- Make the permit application online.
- Once the permit is obtained, email the detailed quote, the issued construction permit and its conditions, and a copy of the approved plans.
- Pay any additional fees if applicable.
Processing and Agreement
- The file is taken in charge and a technical staff visit is carried out.
- The owner must not start work until written subsidy confirmation is received; a construction permit alone is not confirmation.
- Final invoices are sent to technical staff.
- The subsidy is paid by cheque, and the owner must sign a debt acknowledgment, register the commitment in the land register, provide a mortgage guarantee if the subsidy exceeds 25,000, maintain damage insurance, and repay all or part of the subsidy if the commitment is not respected.
