- Organizations with a non-profit determination from the IRS
- Organizations outside the United States are eligible to apply
- International organizations without a U.S. IRS non-profit determination may be expected to obtain an Equivalency Determination certificate if selected for funding

- Step 2: Prepare the application
- Complete the online proposal sections.
- Upload the required proposal documents and supporting materials.
- Prepare the budget in U.S. dollars and write the proposal in English.
- Step 3: Submit online
- Submit the proposal through the Spencer Foundation online portal.
- Acknowledge the AI agreement and disclosure if required.
Processing and Agreement
- Submitted proposals must be reviewed and signed by an authorized representative of the administering organization, typically a grants and contracts or finance administrator.
- That representative accepts full responsibility for expenditure of the funds if the grant is awarded.
- The sign-off requirement does not apply to Intent to Apply forms or preproposals, which are required for certain programs.
- Applicants must acknowledge that they have read, understood, and agree to comply with the Spencer Foundation’s AI policy when submitting an application.
