Eligibility
Who is eligible?
- Owners of an eligible building or land.
Eligible expenses
- Labour costs and materials supplied by the contractor.
- Construction permit costs.
- Fees for preparing plans and specifications, and other expertise fees related to the work, up to 10% of the total eligible work cost.
- GST and QST paid by the owner, net of any recovered amount.
- The cost of the guarantee plan when applicable, and the city-imposed fee.
Ineligible Costs and Activities
- Property acquisition costs, expropriation costs, and costs incurred to prepare and publish a document at the Bureau de la publicité des droits.

Selection criteria
- Complete and conforming applications are processed first come, first served, subject to available funds.
How to apply
- Send the application by email with the completed eligibility form and proof of ownership, all in a single email.
- After receiving the payment notice, pay the file-opening fees.
- The file is taken in charge and a technician visits the site.
- Apply for the permit online, then send the detailed quote, the issued construction permit and its conditions, and a copy of the approved work plans to the technician.
- Pay any additional fees if required, then wait for written authorization before starting the work.
- Complete the work, send the final invoices to the technician, and receive the subsidy by cheque.
Processing and Agreement
- Once all conditions are met, the director confirms the provisional subsidy reservation.
- For work-related subsidies, the work must begin within 12 months and be completed within 24 months after reservation confirmation.
- If the owner misses the deadline or sells the property subject to the reservation, the reservation is cancelled and any amount paid must be reimbursed, when applicable.
- After the work is finished, the owner must submit the payment request within 3 months.
- If all conditions are met, the director issues the subsidy by cheque; at the owner’s request, reserves over $25,000 may be paid in three instalments when the work reaches 40%, 75%, and 100% completion.
