• Non-profit organizations
• Municipal entities

Who is not eligible

• Quebec government ministries or budget-funded bodies
• Federal bodies or designated persons
• Businesses in bankruptcy or insolvency
• Organizations listed in the RENA registry

Eligible expenses

• Equipment upgrades or purchases and related infrastructure works
• Site development, engineering, installation, commissioning, and calibration
• Consulting fees, salaries, and social benefits
• Equipment or software rental or use
• Administrative or management costs up to 15%

Ineligible Costs and Activities

• Advertising expenses
• Meals and accommodation
• Municipal taxes, permits, and authorizations
• Legal fees unrelated to the project
• Costs not considered eligible under the program framework

Eligible geographic areas

• Quebec

• Admissible applications are reviewed against program criteria.
• Projects are evaluated on relevance and financial, technical, legal, economic, environmental, and social aspects, depending on the stream.
• Applicants receive payment only after required reports, invoices, and supporting documents are accepted.
• A funding agreement must be respected throughout the project.
• The minister may reduce, suspend, or recover funding if conditions are not met.

• The program is expired and ended on March 31, 2024.
• A quarterly activity report is required.
